With the goal of achieving a sustainable energy supply for the neighbourhood of Weingarten in Freiburg im Breisgau, the EnEff:City pilot project "Weingarten 2020", jointly realised by Freiburger Stadtbau FSB, badenova WÄRMEPLUS and the Fraunhofer Institute for Solar Energy Systems ISE, began at the start of December 2009. The inclusion of research work is to enable the primary energy requirement for heating, hot domestic water, ventilation, air conditioning, lighting and auxiliary energy to be reduced to levels significantly lower than those of current state-of-the-art technology. For the refurbishment of older building fabric, this example is to enable a further fundamental increase in the possibilities for consistent and sustainable energy-oriented refurbishment with low costs. The German Federal Ministry of Economics and Technology is funding the project as part of the research initiative "Energy-Efficient City".

The objective of the project is the planning, implementation and measurement-based analysis of the energy-oriented refurbishment and of the neighbourhood's energy supply. The primary energy consumption of all energy services is thus to be reduced by 30 percent in comparison to present consumption. It is also intended that the project shall demonstrate the way to achieve a sustainable, climate-neutral energy supply, because reduction of energy consumption, for example, also affects the capacity utilisation of combined heat and power (CHP) plants. For this reason, in the course of the refurbishment, efforts shall be made to find solutions which not only reduce heat consumption, but also harmonise the CHP plant running times with the CO2 reduction which can thus be achieved.

The Freiburg city district of Weingarten was built between 1965 and 1969, and modernisation of its western part has already been underway since 2007 (to continue until around 2018). This area, in which around 5,800 people live, comprises about 30 ha. Most of the flats are owned by Freiburger Stadtbau (FSB), the municipal building society of the city of Freiburg.

In the competition "Energy-Oriented Refurbishment of Large Apartment Complexes Based on Integrated City District Development Concepts" organised by the German Federal Ministry of Transport, Building and Urban Development, the project "Weingarten 2010" received one of the ten silver medals awarded on 15 July 2009. The objective of the competition is to add value to large apartment complexes with regard to the following factors: energy efficiency, the housing industry, urban development and demographics.
